Florida becomes second state to ban fluoridation of drinking water

On May 15, Florida became the second state to prohibit the addition of fluoride to drinking water supplies. The bill signed by Governor Ron DeSantis will take effect July 1, 2025. This action follows Secretary of Health and Human Services Robert Kennedy, Jr. announcing a review of the U.S. Centers for Disease Control and Prevention (CDC) fluoridation recommendation, and EPA Administrator Lee Zeldin’s stating that EPA would “expeditiously review new scientific information on potential risks of fluoride in drinking water” at an event in Salt Lake City, Utah in April. Florida follows Utah, the first state to institute a statewide ban on fluoride in drinking water.


It is still not clear what actions CDC and EPA plan to take on fluoride at the federal level. In addition to Utah and Florida, several other states have introduced bills during their 2025 legislative sessions that seek to prohibit or limit the addition of fluoride in drinking water, including Massachusetts and Louisiana, among others. Select municipalities have also begun taking action to ban fluoride. Twelve states have existing laws requiring fluoridation at some or all utilities, while in most other states fluoridation is a local decision.
