Citywide Resurfacing Program – Phase 2, Mainlands 8, 9, 10 & 15

 As part of the City’s ongoing efforts to monitor pavement conditions of City facilities and Public Rights-of-Way, the City utilizes the Pavement Condition Index (PCI) rating system. The PCI is the most current standard for measuring pavement conditions and is widely used by Public Works Professionals, Civil Engineers and Asset Managers. The PCI is a statistical measure of the pavement condition and requires a manual survey of the number and types of distress in a pavement, typically including a complete video survey of the entire pavement length and cross section. Types of distresses that are identified with the PCI survey include, but are not limited to, Alligator Cracking, Rutting, Patching, Weathering and Raveling, Bumps, Low Ride Quality, Corrugations (i.e., smoothness), Swelling, and Potholes. PCI's provide a consistent data driven unified approach in terms of inputs used to calculate the condition measures. Utilizing the PCI rating system, staff has identified Mainlands sections 8, 9, 10 & 15 as Phase 2 of the Citywide Resurfacing program. The proposed work includes but is not limited to milling and asphalt pavement resurfacing, surface preparation, sanitary manhole, catch basin, and water valve adjustments, key cuts tie-ins with existing asphalt and driveway connections, tack coat application, leveling and surface course placement, and temporary and permanent pavement marking applications, in accordance with the technical specifications, design plans, and all applicable federal, state, county and local regulations.
